State Revolving Funds Resources
The Clean Water and Drinking Water State Revolving Funds (SRFs) form the largest source of federal funding for water infrastructure. The Infrastructure Investment and Jobs Act (IIJA) (also referred to as the Bipartisan Infrastructure Law, or BIL) allocated historic levels to both SRF programs.

- Drinking Water State Revolving Fund Eligibility Handbook EPA, 2017. The EPA prepared a detailed handbook to address DWSRF eligibility, especially on emerging types of projects such as green projects, which are explored in “Appendix B” of the handbook.
