Who’s Responsible?
Below are short descriptions of relevant state agencies/departments by policy topic, followed by more information on specific policies.
Water Funding: In 2020, to assist with resilience efforts in the state, South Carolina created the South Carolina Office of Resilience. The South Carolina Office of Resilience “exists to increase resilience to disasters and reduce or eliminate the long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardship, by lessening the impact of future disasters.” They do this by “1. Housing recovery following a federally declared disaster, 2. Mitigation against future flood risks and, 3. Resilience planning” This office is responsible for implementing the Strategic Statewide Resilience and Risk Reduction Plan.

This act mandated the creation of a Strategic Statewide Resilience and Risk Reduction Plan. It also created two funds: the Disaster Relief and Resilience Reserve Fund and the South Carolina Resilience Revolving Fund. It has specific language prioritizing nature-based solutions.
